I think you need ''basic tools'', then combine it with required materials at a workbench to make various repair and smithing kits. I Just found my first basic tools after a 9 hr session, i got it from a green box stash in Cordan as a reward for a quest. If you dont have any luck you could always cheat one in in debug mode.In an entirety of that time, I found 4 expert tools, 0 basic tools, 0 advanced tools. I probably went through at least 600k-800k in-game cash, possibly more, yet if I wouldn't just spawn these through debugger menu, I'd be completely locked out of ANY gear upgrades whatsoever for the entirety of that time.I guess if you need to sprint in an Exo, it could be an issue.
